ON THE WAY TO TECHNOLOGICAL SOVEREIGNTY OF FUEL AND ENERGY COMPLEX ENTERPRISES IN THE FIELD OF INSTRUMENTATION AND AUTOMATION

[Customization of the developed manufactured equipment allows us to implement projects according to individual…]

Since 2014, Russia has been pursuing an active policy of import substitution with goods of its own production. In some industries this process is successful, in some not so much. In February, the Russian market of industrial equipment (flow meters) received an impressive blow. Import deliveries have almost stopped, but local fake manufacturers have appeared under the banners of foreign companies, producing large-scale assembly of products from finished components and selling products under their own brand with «Made in Russia» certificates. Usually, such production consists in screwing 4 bolts at the junction of the electronics to the measuring device and welding the flanges. As a rule, such companies do not have the rights and knowledge to intellectual property and to maintain or repair of the equipment.

Or, for example, there are companies that independently produce only part of the products, usually the simplest parts of the equipment from the general line of all standard sizes or types of devices. All other components are obtained from abroad, deftly gluing labels from ready-made devices. As a rule, such companies fraudulently obtain certificates OT for all types of devices, despite the fact that they do not manufacture it themselves and may have a Government certificate «On recognition of products manufactured in the territory of the Russian Federation.» There are also companies that assemble used flow meters of well-known brands in Russia and neighboring countries, manufactured in Germany, Japan, the USA, restore them, restamp the plates and sell decommissioned equipment as new, which is prohibited according to the rules of Rostekhnadzor (Federal Service for Environmental, Technological and Nuclear Supervision) within the framework of Federal Law No. 116 dated July 21st, 1997 «On industrial safety of hazardous production facilities».

In 2022, after the introduction of tough new anti-Russian sanctions, it became almost impossible to purchase technological equipment for industrial production in Europe, and many Russian entrepreneurs began to purchase equipment in China.

Beijing is gradually conquering the Russian market, displacing Russian manufacturers, thanks to the low price. Domestic analysts have long warned about the dominance of Chinese products, which our country will face in the very near future. This is due to the main factors:

1. The purchasing department of customers buys what is cheaper, while there is no market economics.

2. Rosstandart (Federal Agency for Technical Regulation and Metrology) still issues certificates for products Made in Russia, even if only the label is glued over.

3. Open legalized parallel imports conflict with the development of the own production, which means they are directed against technological sovereignty.

As a result, such a policy will inevitably lead to the destruction of Russian production.

What are the risks of purchasing goods from China?

— Risk – 1. Monopolism / price jump 10+ times

— Risk – 2. Non-delivery of goods / fraud

— Risk – 3. Failure to meet deadlines

— Risk – 4. Non-compliance with the declared quality of the goods

— Risk – 5. Expensive or non-guaranteed logistics

— Risk – 6. No maintenance or commissioning operations

THE SOLUTION OF SOVEREIGNTY to maintain Russian production:

1. Willingness to buy Russian equipment at a price 2-5 times higher than Chinese prices,

2. Signing a memorandum that will give long-term orders, receiving full technological independence in return,

3. Advance payments

There ARE good manufacturers of industrial products in Russia, manufacturing enterprises that can and should be trusted. They appeared, as a rule, after 2014, having invested significant funds in the development of instrumentation and automation equipment of modern technologies. KuibyshevTelekom-Metrologiya (KTM), which is one of the few largest Research and production companies in Russia, was founded in the city of Samara.

The production program of the enterprise includes a full cycle from the creation of the product concept to its mass production. All products that meet the standards of modern measurement systems are manufactured in our own factory, and the quality and manufacturability correspond to the best world analogues. KTM has all intellectual property rights in accordance with the Government Decree No. 719 «On the recognition of products manufactured in the territory of the Russian Federation», the software is registered in the register of domestic software. The company also provides service and metrological maintenance of equipment and technical support of equipment.

The uncompromising quality of KTM devices (flow meters) has long gained an excellent reputation in the domestic market. The manufactured line of equipment includes:

— Ultrasonic meters (flow meters) for flared gas metering

— Ultrasonic meters (flow meters) for process and commercial metering of natural and associated petroleum gas

— Ultrasonic meters (flow meters) for measuring liquids at high and low temperatures

— Pitot averaging hood tube for measuring process gas, steam and liquid

— Coriolis meters (flow meters) with integrated density meter function

Customization of the developed manufactured equipment allows us to implement projects according to individual requests.

Supporting production in Russia is a contribution to the future of the country!
